My scores are weird, should I submit them?

So I got my complete scores back today. I have an okay overall score (318.5) but the breakdown is awful: 167 Verbal, 146 Quant, 5.5 Writing, 98th percentile in both verbal and writing, 21st in quantitative. I'm applying to both counseling and clinical psych programs, phds and psyds. Should I report those scores to programs that list them as optional but not required?
