I've been looking at developing a brief, staff-administered adjective check list mood measure that's appropriate for a particular population. I'm thinking of using an established measure (the PANAS) to create this new measure.

Can anymore point me in the direction of some basic references, how-to's on how to get started on doing this kind of work? I know the basics on how to run internal consistences, do inter-rater reliabilities, I've honestly never tried to create a measure before though.

Although somewhat specific to the journal, it includes a checklist that can be used as the bare minimum of things to do when developing a new measure:
