Polycistronic vs Monocistronic

I have a question about Option D. When reviewing my notes, it says that each gene has its own transcription start site for prokaryotes and eukaryotes. The difference is that eukaryotes have one PROMOTER per gene whereas prokaryotes have a promoter can allow transcription of a few genes. So when the option says "has its own transcription initiation site", did they mean transcription start site or promoter?

Promoter. Also, i Remember seeing this problem and guessing D from process of elimination because it’s obvious to me that A, B, & C don’t explain cistronicity.
