So, in section 620 of the National Defense Authorization Act for Fiscal Year 2008, it says...

SEC. 620. ACCESSION BONUS FOR PARTICIPANTS IN THE ARMED FORCES HEALTH PROFESSIONAL SCHOLARSHIP AND FINANCIAL ASSISTANCE PROGRAM.

Section 2127 of title 10, United States Code, is amended by adding at the end the following new subsection:

`(f)(1) In order to increase participation in the program under this subchapter, the Secretary of Defense may offer to a person who signs an agreement under section 2122 of this title an accession bonus of not more than $20,000.

`(2) In the case of an individual who receives an accession bonus under this subsection, but fails to commence or complete obligated service under this subchapter, the repayment provisions of section 324(f) of title 37 shall apply to the accession bonus under this subsection.'.

As far as I can tell, this leaves all HPSP folks with the posibility to get this bonus. It doesn't say all new guys. It just says the secretary of defense can pay it to us. What do you think?

This is an authorization bill, not an appropriations bill. Big difference. It's like your dad telling you it's ok for you to go buy a Ferrari for your 16 th birthday, but not giving you the cash to do it with.
