F31 diversity eligibility

Just wondering are URM MSTP students eligible for F31 grants? is the timeline different than that of the F30 application?

For URM MSTP students they can apply to the F30 or F31 diversity (at least when i applied a few years ago). Timeline was the same when I applied. Check the current FOA
