Does ODS count towards HPSP service payback if completed after school?

Does ODS count towards HPSP service payback if completed after school? During school? I don't see this in the student handbook. I see people claiming that it does if you complete it after you graduate, but http://www.med.navy.mil/Accessions/Pages/Career-and-Medical-Corps-Internship-Selection.aspx states "Any time you are not in training and on active duty is payback time." It wouldn't technically count as your annual training though if you have graduated?

Payback starts upon reaching your first duty station.

This is not strictly correct at least for the Navy. In the Navy your first day of active duty payback is the first day you serve on active duty after superseding to an active-component O3 from a RC O1. For those going directly to their first duty station, that is their first day upon checking onboard that station. For those going to ODS, that is the day they arrive and check in at ODS as it is considered an active duty intermediate activity en route to their permanent duty station, rather than AT as a reserve component member as it is for those who go in years prior to graduating.
