Can a non-IM/Neuro/Psych/etc do a sleep medicine fellowship?

The AASM states these specialties are eligible for a sleep medicine fellowship. I was wondering if physicians who are not in these specialties can request special permission to join an Sleep Medicine fellowship and get board certified. Is it possible for individual physicans to make special requests for getting into a fellowship? One example I can think of is OB/Gyn (not directly certified as family medicine), another is oral/maxillofacial surgeons who do MMAs for OSA. If ENTs can get certified by the AASM, shouldn't maxillofacial surgeons be able to request "permission" to get a Sleep fellowship/certification?
