if it hard to get a consensus in usa, it is impossible to just say what's the best in europe.

Not sure about general OBGYN, but for Maternal Fetal Medicine Paris (Y. Ville), Belgium, Spain (Gratacos), and UK (Nicolaides) are some of the better known programs.
