The Kw for water is 1.0 x 10 ^(-14)

The Ka for water is 1.0 X 10 ^(-16)

so is the Kb = 55 ?

Kw = Kb X Ka

What does Kw actully tell us ? What does Ka and Kb really mean in this context ?

Kw is the degree to which the water autoionizes. Kw= [H3O+][OH-]. Since Kw=10^-14, and [H3O+]=[OH-] we can see that neutral pH in water is 7.
