No in-state residency (lived in Canada but have US citizenship. Open to residency anywhere)

Clinical experience - ~500 hrs clinical volunteering in a hospital
Research experience and productivity - 5 years (>3000 hours), 2 year MSc, 3 pubs (2nd, 3rd, 4th author) + 2 first author manuscripts in progress, 3 conference abstracts, 2 federal research awards
Shadowing experience and specialties represented - 40 hours rad onc., might do more this summer.
Non-clinical volunteering - Graduate program's Mental health and wellness committee (~50hrs), community center volunteer (~200 hours)
Other extracurricular activities - Teaching assistant (3 years, 600 hours), campus Music Club president (150 hours)

I've received multiple holds and only 1 (phone) interview from western michigan so far. I submitted my primary early, finished all secondaries mid-Aug to early-Sep. Really bummed it didn't work out. I have a few things to add on for next year (40 hours of shadowing, MSc degree, first author papers), but I'm really scared I won't get in because of no IS status anywhere. Are there schools that would accept IS status if I work for a year prior to matriculation? If so where would it be best to move? Thanks for the help!
